PUBLIC NOTICE OF VISUAL ASSESSMENT (BALLOON TEST)
PUBLIC NOTICE is hereby given that Cellco Partnership d/b/a Verizon Wireless (“Verizon Wireless”) (the “Applicant”) has submitted an application to the Town of Wilton requesting municipal approvals to construct, operate and maintain an unmanned personal wireless/public utility facility on a 10,000± sq. ft. portion of lands owned by the Mihaly 2024 Irrevocable Trust located at 25 Ballard Road, Town of Wilton, Saratoga County (Site Parcel: Section 128, Block 1, Lot 12.11 and Access Parcel: Section 128, Block 1, Lot 104).
The Town of Wilton Planning Board and Zoning Board of Appeals are in the process of reviewing this application. The Applicant is proposing a facility with the following general components: panel antennas on a 150± ft. monopole tower (154± ft. when including a 4± ft. lightning rod), equipment and related appurtenances on a concrete pad with ice canopy, utility and RF equipment on an H-frame, an emergency backup generator (diesel fueled) on a 4± ft. x 8± ft. concrete pad and all associated RF equipment, improvements and access/utilities. The application materials are on file at the Town of Wilton offices located at 22 Traver Road, Gansevoort, New York.
As part of the project review, and for the benefit of surrounding residents and property owners, the Applicant will perform a visual assessment “balloon test” for the proposed monopole tower location. The Applicant will conduct the “balloon test” at the site on Saturday, August 23, 2025 between the hours of 8:00 a.m. and 11:00 a.m. In the event poor weather conditions (typically wind or rain) or other factors require a rescheduling of this test, the alternative test date will be Monday, August 25, 2025 between the hours of 8:00 a.m. and 11:00 a.m. In general terms, the balloon test will consist of flying a weather
balloon to determine visibility from various locations and to allow photosimulations to be prepared.
