Objectives: To provide energy assistance to families with low incomes by issuing regular and emergency grants to dealers for fuel for heating and utility related costs.
Hours: Monday - Friday 9:00AM - 5:00PM
Target Population: Low income individuals and families.
Eligibility Criteria: Household size, gross income and resources, heat source and type of housing. Guidelines established by NYS and change annually. Program is seasonal and operational when funding is available.

The Home Energy Assistance Program (HEAP) for the 2025-26 year is scheduled to commence on Monday, November 3rd for regular benefits and close on April 7, 2026. The emergency benefit component will open January 2, 2026, and remain open through April 7, 2026. Although there are established closing dates, they are contingent on available funding. The Furnace Repair/Replacement is currently closed. Those in need of assistance with heating equipment repair replacement will be referred to the Temporary Assistance unit.
